Thats the ticket

Democrats could finalize negotiations (even though they did that before Scott Brown was elected in Massachusetts) amongst themselves, then take that to the televised half-day “negotiating” session with Republicans the President has proposed.

House and Senate Democrats could complete negotiations on a final healthcare reform package before they sit down with Republicans for a bipartisan summit that will be hosted by President Barack Obama.

There’s nothing that spells out bipartisanship better than making secret, behind the doors deals amongst yourself, and telling the other party you want to “negotiate” with on national TV that you will not scrap your existing bill and start over.  Brilliant!
